The aim of the workshop is to reflect on the impact of Web 2.0 technologies/platforms in Government [such as blogs, social bookmarking, wikis, podcasts, RSS feeds, social software, web application programming interfaces, online web services, insight communities, open source, etc.] on the creation of public value. We will discuss the challenges of Web 2.0 posed to (a) the state as the classic locus of identity and provider of public goods, (b) the opportunities it provides for Government, and (c) problems implementing Web 2.0 applications in Government. The workshop is open to faculty and students. The following questions will guide the discussion through the day:

  1. What do we mean when we talk about Web 2.0 in Government?
  2. Why do we feel that Web 2.0 is transformative for public value creation? How does Web 2.0 can be linked to previous debates on Open Society, technocracy, planning, etc.?
  3. What are pioneering governmental Web 2.0 applications? What do “typical” Web 2.0 projects in Government look like? What do non-governmental public value 2.0 projects look like? How does Web 2.0 impact the complementarity/competition between collective actors in and between societies?
  4. What are potential security implications of Web 2.0?
  5. What are the technical, legal, managerial and organizational challenges when implementing Government 2.0?
  6. What can “vendors” (software companies, consultancies, systems integrators, etc.) offer to Government?
  7. How should Public Policy Schools respond to the Web 2.0 challenges?
